One company won a million-Gel tender in Gardabani, without an auction or competition

Gardabani City Hall, on January 17 of this year, signed a contract with “Optimal Group + LLC” for the construction supervision services of infrastructure facilities worth more than 50,000 GEL to be implemented in Gardabani Municipality during 2024-2025-2026. The cost of the service is 1,385,000 GEL.

The procurement format: electronic tender without auction (NAT) was held. “Optimal Group + LLC” was the only bidder.

“ Marneuli City Hall As a result of monitoring the rehabilitation works of a monumental monument in Marneuli, it was revealed that the works worth 994,844 GEL were carried out with poor quality and inconsistent with the project (NAT180016623). LLC “Optimal Group +” had issued a positive conclusion on the mentioned works, it did not inform the municipality about the shortcomings, nor did it request the builder to eliminate the shortcomings; Based on the positive conclusion of LLC “Optimal Group +”, within the framework of four different procurements, Marneuli Municipality accepted the design documentation. During the actual implementation of the works, it was revealed that the inspections were carried out improperly, and it became necessary to make changes to the cost estimate, as it did not correspond to the work reflected in the project documentation.”

According to Transparency International Georgia, as of 2024, the company has participated in a total of 126 tenders, of which 69.8% were successful.

“Optimal Group + LLC” was founded in 2011 by Nina Karbelashvili. At that time, she was the 100% owner of the LLC, however, gradually she acquired shareholders and today the distribution of the company’s assets looks like this:

Alexander Velijanashvili – 36%

Dimitri Mkheidze – 36%

Zaza Kvitsiani – 10%

Amiran Malania – 10%
